We live inside a paradox. Everyone wants everything yesterday, yet nothing in the history of civilisation has ever been born instantaneously. Technology arrives in flashes only for those who look at the final product. In truth, it is built incrementally, layer after layer, experiment after experiment, failure after failure, until the moment when the world suddenly notices what took decades to prepare. And governance is no exception.


Governance does not promise acceleration. It does not compress time. What it offers is far more essential. It allows movement to become meaningful. It reinforces direction, coherence, and stability without necessarily increasing speed. It creates the foundation on which speed may later become possible. No train reaches its destination through velocity alone. It runs because the tracks are aligned, the ground is solid, the signals are clear, and a team ensures that every element of the system works in harmony. Without this architecture, speed would destroy rather than deliver.


The GCC understands this truth as it prepares its new rail era. The dream of linking cities and countries through uninterrupted lines is not simply a transport project.
